Italian Organized Crime (Mafia Crime)

I. CRIME IN ITALY — INTRODUCTION

  • Crime in Italy is present in various forms and is characterized above all by the presence of mafia-like criminal associations typical of some Italian regions, which have spread with multiple branches outside the territorial borders and abroad, and by a extremely widespread corruption, to be considered "systemic". In the decades following the Second World War, there was a political violence, which led criminality to extend to the entire peninsula through extremist organizations that have persisted over the years of lead even with acts of terrorism

    During the seventies/eighties, Italian crime was represented by criminal organizations more or less widespread in the main metropolises, which sometimes played a crucial role in the history of Italy, such as the alleged relations between Italian secret services and criminality.

 

II. THE MAFIA STATE-ENTERPRISE

  • With the term "state-enterprise" we want to underline not only the economic affiliation of the enterprise to the mafia association but also, and above all, its cultural identity. The main characteristic of the mafia association (to constitute itself as an alternative to the State in the territory) is transmitted to the company, which becomes one of the main instruments of accumulation and reinvestment of illicit capital, with which it helps to maintain control of the territory. As a "state enterprise", the mafia company ends up importing the "mafia mentality" into the territory where it operates, contributing to a regression of social and civil relations and thus assuming a key role as an agent of social transformation. Unlike a classic company, the mafia does not only aim at the profit but also at power. Among the two goals of the business organization, the second is prevalent: placed in front of the choice of profit/power, the mafia will always point to the second, due to its existence not to budgets in surplus, but to the capillary control of the territory.

 

II.I MAFIA — OBJECTIVES

  • The main objectives of the Mafia are profit and power. To these are subordinated a multiplicity of other objectives, often inter-related, such as the acquisition of prestige and consent or judicial impunity. It may happen that the organization's goals are momentarily at odds with each other and so you sacrifice one to achieve the most important one in the long run (for example, the renunciation of military power to obtain local policy favor in view of future benefits. contracts resulting from contracts).

 

II.II MAFIA — RESOURCES

  • There are two types of resources through which the mafia company achieves its objectives: primary and secondary. Primary resources are the typical tools available to the mafia association: violence, subjugation, and silence. To these are added the money (to corrupt), the prestige (to conclude business more easily), the power obtained from the relationships of personal dependencies and the information obtained from the latter. Impunity is a resource-objective.

 

II.III MAFIA — WORK DIVISION

  • The mafia conducts its business in total dependence on the choices, the alliances and the interests of the clan to which it refers, which holds its golden share. At the level of strategic decision-making, there are two levels: the entrepreneurial one, entrusted to a member representing the clan, and the military one, played by a "violence specialist", not necessarily of the same clan, who is entrusted with the task of doing an efficient and thrifty use of the mafia resource par excellence. Alongside the two main functions, there are also the logistical and technical ones: the first ones are necessary to find illegal financing, identify suitable sites for the company, and generally support its development (definition of traffic routes, identification of the landing places, choice of appropriate means of transport); the last ones are used to equip the company with the necessary technical and instrumental equipment necessary to start it. Professional and informational functions are generally performed by figures outside the company and even outside the mafia association. These are the classic functions provided by the external competition in the mafia association, which constitute the so-called "Grey Area".
    The professional functions consist of high-level services, generally of a financial, commercial, fiscal, legal, architectural, health nature, typical of the grey economy.
    On the other hand, the informative functions provide the necessary professional, political, institutional, judicial and even diplomatic contacts, guaranteeing access to figures and/or fundamental information for a company that moves against the state system and aims at controlling the territory.

 

II.IV MAFIA — IDEOLOGY

  • The ideology of the mafia entrepreneur is strongly characterized by a risk appetite that is very low, as regards the investment of capital, but at the same time very high, with regard to the constant dangers of a confiscation of the accumulated assets, of criminal penalties and even physical elimination, in the context of feuds between families.

 

III MAFIA — STRUCTURE

  • Boss:  All family members elect their boss. The boss, in turn, elects the underboss: the one who will replace him when he is dead. The boss has continuous contact with his advisor and, in addition to having a totalitarian function in the family, he also has a representative function.
  • Councilor:  The right-hand man of the boss is surely the councilor, who is called to give advice to the head and to all the members of the family; sometimes the councilors are from a minimum of one to a maximum of three, depending on the size of the family. Usually, the councilor is a senior member of the family and in some cases, the figure of the advisor and the underboss coincide.
  • Underboss:  The role of the underboss may resemble that of an intermediary, but is very often also associated with the command of an operation that does not require the direct intervention of the head. In the absence of the boss, the underboss automatically becomes the regent of the whole family.
  • Caporegime:  The Caporegime (or capodecina) is appointed by the boss and acts as a link between the boss and the soldiers: in fact, the caporegime coordinate the affiliates and have the task of advising all affiliates when the meetings are held.
  • Soldier:  The so-called soldier or "uomo d'onore" (man of honor), is a member of the family ritually affiliated: in fact the soldiers elect the boss of their family and take care of the activities that the caporegime orders (from the execution of murders, to drugs, usury operations, the extortion racket and the collection of money).
  • Associates: Each member of a family collaborates with people who are not yet affiliated, and usually are called "associates". Associates are possible candidates for affiliation and are then put to the test to test their reliability, making numerous commissions (such as extortions, smuggling and collecting money from the racket, transporting weapons from one lair to another, homicide or the theft of cars and motorcycles to perform criminal acts): the associate position can last several years or even forever.
