Should be available for everyone, preferably from a 24/7.

 

They shouldn’t save on log-out so it gives more incentive to use a regular phone. They shouldn’t hold contacts, as they’re merely for one-time uses/short periods.

You need to find a balance, e.g not a saveable item, not being able to hold contacts, a certain amount of credit that uses up for every call and text, upping the price.

When you think about it, it really doesn't matter. What difference does it make to anyone whether people call from a contract phone, a prepaid phone, a satellite phone, or two tin cans connected by a string? Fact is the two players will reach one another for communication. Nothing stops someone from role playing their regular phone as a burner phone. Unless there's some wiretapping script, none of this pros and cons shit matters. Without a wiretapping script, the burner phones are just a cosmetic add-on to the phone script. So why does it matter if a lot of criminals would have them? That also begs the question - why add a bunch of obstacles for the sake of having cons to it? If someone wants to role play making calls from a burner phone because it makes sense to their story, why not just let them instead of making them jump through hoops?
